1. RADAR (Risk Analysis, Diagnosis And Response) is a system that has been specifically designed around a risk based approach to financial supervision. The product is developed jointly by IBM Business Consulting Services (formerly PwC Consulting, a business of PricewaterhouseCoopers) and Lawrie Savage & Associates Inc. to be marketed world-wide. RADAR is not a one-off development but a specialized system that is designed to evolve with the needs of the supervisor.

2. RADAR fulfills the requirements of both a Supervisory Management System and an Executive Information System. IBM Business Consulting Services and LS&A have a vested interest in making sure that the system responds to all your supervisory needs.

3. RADAR covers the records management requirements for all electronic correspondence between supervisors and companies. This feature minimizes costs, speeds up implementation and reduces the complexity of dealing with multiple environments, both from a user as well as an IT operational perspective.

4. RADAR minimizes the possibility of cost overrun since a major cost factor is the development or procurement of software. With RADAR, this cost is known from the outset thereby eliminating a major variable.

5. The IBM Business Consulting Services /LS&A partnership ensures that the financial regulators will receive not just a system but also the experience and best practices of senior supervisors (through LS&A) and the world-wide experience of a major system designer (through IBM Business Consulting Services ) in the development and implementation of IT products. In addition to Canadian IBM Business Consulting Services personnel who have developed the product, the firm has a significant presence in most other countries through its international network of offices, all staffed with highly qualified professionals. All users of the system are provided with one year of remote, on-line support from Canada at no charge.

10. IBM Business Consulting Services has participated in the design and updating of the financial filing software for all insurers in the Canadian marketplace, both life and general. The Canadian financial filings have a number of excellent features and variations thereof are being adopted in a number of other countries. We are therefore in a position to provide an end-to-end solution: from the electronic filing software used by insurers, to RADAR, the central system for analysis of the filed financial information, the production of early warning tests and risk ratings and the subsequent capture of inspection results and dissemination of that information throughout the organization.
